Now-governor-elect Ned Lamont moved from a pro-toll position to a (possibly illegal) plan to implement heavy truck-only tolls. Businessman Republican Bob Stefanowski decried them as \u201cjust another tax<\/a>.\u201d<\/p>\n

Stefanowski, an aloof would-be populist, sums up the opposition\u2019s argument pretty neatly. Tolls cost people money, which means they\u2019re basically a tax. Taxes are bad. Tolls are bad.<\/p>\n

In line with that thinking, popular conservative Facebook meme page \u201cConnectiCuck Memes\u201d has posted the following memes just in the last week in a half or so:<\/p>\n

\"Ned<\/p>\n

As for actual public opinion on the matter, a Quinnipiac poll<\/a> this past August pegged public opposition to tolls in the state at 53%. In a WFSB story<\/a> on the subject, one voter summed up the former camp\u2019s position pretty neatly (emphasis mine):<\/p>\n

Maureen Lomando drew the line in the sand long ago, and says no to tolls.<\/p>\n

\u201cI don\u2019t want to pay more money. I travel every day to go to work, 60 miles a day, round trip. I have to pay tolls because I go to work?<\/em><\/strong>\u201d she said.<\/p>\n

The Waterbury commuter says the candidate who agrees with her will get her vote.<\/p>\n

\u201cI will vote for the one that\u2019s not for tolls,\u201d Lomando said.<\/p><\/blockquote>\n

Leaving aside the state of Connecticut\u2019s infrastructure (bad) and need for revenue (great), it\u2019s hard not to empathize with people like Ms. Lomando\u2014working people already stretched thin and concerned about an additional daily expense.<\/p>\n

But tolls aren\u2019t the problem. Driving is.<\/p>\n

What Driving Costs<\/h2>\n

According to NerdWallet, the average yearly cost of owning and maintaining a car driven 15,000 miles per year is $8,469<\/a>. That\u2019s over 11% of the state\u2019s median income of about $73,000. For someone earning the per capita income of $36,775, that\u2019s nearly a quarter of their wages<\/em>, 23%. Just because they go to work.<\/p>\n

Apart from costs to the individual, the state spends an enormous amount of money maintaining roads, highways, parking lots, and other automobile infrastructure. For example, according to a 2016 report by Strong Towns<\/a>, Connecticut spent over $1.5 billion in bridge maintenance between 2010-2013, and over $1.3 billion on road and bridge capacity expansion. That\u2019s apart from spending on road maintenance and repair at the municipal level. Meanwhile, the Department of Transportation estimates that tolls could collect more than $1 billion per year.<\/p>\n

The yearly cost of tolls for a commuter like Maureen Lomando, according to the Hartford Courant<\/a>? $571.20\u2014about a 6% increase in the average cost of relying on a car to commute.<\/p>\n

Nothing to sneeze at, especially for those on a tight budget, but compared to the overall public and personal costs of driving and maintaining roads, it\u2019s not the existential outrage that opponents have portrayed.<\/p>\n

Where We\u2019re Going we Don\u2019t Need Roads<\/h2>\n

Connecticut residents are right to be angry about the high cost of transportation in the state. But tolls aren\u2019t the boogeyman, and stopping them won\u2019t make driving any cheaper than it already is.<\/p>\n

(Incidentally, it\u2019s worth remembering that fossil fuels are a finite resource, and gas is never going to be significantly cheaper than it is now. Gas prices are only going to go up, period<\/a>.)<\/p>\n

If we want to bring down the cost of getting to work every morning, and if we want to keep it from rising beyond what people can comfortable afford, the solution is effective public transportation and urban infrastructure\/zoning that supports cycling and walking.<\/p>\n
